Hot Rolled vs Cold Rolled Steel: What to Buy From China

If you are a trader, stockist, manufacturer or EPC contractor buying steel by the container (20+ tonnes), sooner or later the question comes up: hot rolled or cold rolled? The short answer: hot rolled (HR) for structures and heavy fabrication, cold rolled (CR) when you need tight thickness, a smooth surface, and further processing. Below are the concrete differences, the Chinese grades you will be quoted, the typical price gap, and how to avoid overpaying by ordering the wrong type for the job.

How HR and CR are made: one mill, two outcomes

Hot rolled steel is rolled above the recrystallisation temperature (roughly 850–1250 °C). The slab passes through the rolls while red-hot, so the metal deforms easily and the line produces a coil or plate in a single hot pass. The result is the characteristic blue-grey mill scale on the surface and wider thickness tolerances.

Cold rolled steel is that same HR product which, after pickling, is rolled again cold (at room temperature). Cold reduction lowers the gauge, tightens the grain, flattens the surface and sharpens dimensional precision. That is why CR always costs more: it is HR plus a separate, expensive processing stage. Understanding this chain explains every difference below.

Key differences: what to check when buying

  • Surface finish. HR is dull, scaled and dark; it usually needs blasting or pickling before paint. CR is smooth, clean and bright — ready for paint, coating or galvanising with no extra prep.
  • Thickness tolerance. HR carries a wider spread (e.g. ±0.2–0.4 mm depending on gauge). CR is precise and consistent along the full coil length — critical for stamping and automated lines.
  • Formability and strength. CR is softer and more ductile — it bends and draws without cracking and holds complex geometry. HR is stronger in heavy gauges but not suited to deep drawing.
  • Thickness and format. HR is mostly 1.5–2 mm and up (plate, coil, slit strip). CR covers the thin range, typically 0.3–3 mm.
  • Edge and flatness. CR gives better flatness and edge quality; HR can show camber and edge wave that you must account for when slitting.
  • Price. CR runs roughly 10–20% more per tonne than HR, purely because of the cold-reduction stage. This is a guide as of 2026; prices track ore and coil quotations, so always pull a live mill price before you commit.
The core buying rule: don't pay for cold rolled where a structure will happily take hot rolled — and don't cut corners on HR where you actually need CR precision.

Chinese grades you will be quoted

Chinese mills work with both their own GB grades and international equivalents. You need to know them, because this is exactly where grade substitution happens — a trader shipping a cheaper look-alike instead of what you ordered.

  • Hot rolled (HR): SS400, Q235B, S235JR, A36. General-purpose structural carbon steel. Customs code — HS 7208 (flat-rolled, hot rolled).
  • Cold rolled (CR): DC01, SPCC, St12, Q195. Low-carbon grades for cold stamping and forming. Customs code — HS 7209 (flat-rolled, cold rolled).

Where each type is used

  • HR — where strength and volume matter, not cosmetics: structural steelwork, frames, beams, channels, pipes and tube, heavy welded fabrication, platforms, skids. Bought as coil, slit strip and plate — see the range of hot-rolled coils.
  • CR — where precision and surface matter: auto panels, appliances, furniture hardware, enclosures, precision parts, stamping, and as the substrate for galvanising. See cold-rolled coils.

An important link: almost all galvanised steel (GI) is built on a cold-rolled base — CR is pickled, rolled, then zinc-coated. A short "which to order" guide

  • Load-bearing structure, frame, chassis, 2 mm and up → HR (Q235B / S235JR).
  • Pipes, sections, heavy fabrication → HR.
  • Thin sheet for paint, stamping, bending → CR (DC01 / SPCC).
  • Panels, enclosures, appliances, precision parts → CR.
  • For downstream galvanising or a painted smooth finish → CR (or a finished GI galvanised coil straight away).

When in doubt, HR is cheaper and more versatile for raw structural work; the CR premium is only justified when you will actually use its precision or surface.

Verification before payment: why it is not a formality

The most expensive mistake in steel is not the rolling type — it is the actual grade not matching the declared one. HR SS400 and a cheaper unspecified look-alike are often indistinguishable by eye, and the gap in yield strength and chemistry only surfaces after the container is unloaded. So demand a Mill Test Certificate (MTC) for every lot, with chemical composition and mechanical properties tied to the heat number.
