HS Codes for Steel Import from China: Get the Classification Right

The HS code for steel import is not a formality on your declaration — it directly sets what your container costs at customs. For a wholesale importer of rolled steel from China — a trader, metal stockist, construction or manufacturing company, or EPC contractor moving from 20 tonnes (a full 20-foot container) — a wrong code means one of two things: you overpaid duty and VAT, or your cargo gets held at customs with the risk of reassessment and a penalty. Below: how the code is built, a reference to the main Chapter 72–73 codes for steel, and how to classify so you don't lose money.

Why the HS code decides the cost of your shipment

The tariff classification code is the "address" of your steel in the customs tariff. It sets the three things that drive your total landed cost:

  • The import duty rate — it differs across steel products; a one- or two-digit error in the code can change the duty percentage.
  • The VAT base — VAT is charged on customs value plus duty, so an inflated duty drags the VAT up with it.
  • Whether special measures apply — anti-dumping duties, quotas and restrictions are tied to specific codes and country of origin.

A wrong code is therefore either excess duty you voluntarily overpay on every tonne, or under-declaration that customs treats as a violation: cargo held, duty reassessed, penalty applied. On a container-scale shipment that is not small change — it is a real slice of your margin.

How the code is built: harmonised base plus national digits

Classification is built on the international Harmonised System (HS). The first six digits are harmonised — identical worldwide — so your Chinese supplier's HS code and the opening of your import code line up. After that come national digits that refine the item for the destination tariff and its measures. The practical takeaway: the HS code on a Mill Test Certificate or factory invoice is a starting point, not the final answer — the full code is fixed under the tariff of the country you import into, and duty rates and measures differ by market.

Reference: the main steel codes in Chapters 72 and 73

Iron and steel and articles of steel sit in Chapter 72 (the metal itself and semis/rolled product) and Chapter 73 (articles of steel: pipes, structures). The main headings for container imports of rolled steel:

  • 7208 — hot-rolled flat product (sheet/coil) ≥600 mm wide, not coated, not clad. Base hot-rolled coil.
  • 7209 — cold-rolled flat product ≥600 mm wide, not coated. Cold-rolled coil.
  • 7210 — flat product ≥600 mm with a surface treatment: clad, plated or coated — including galvanized and colour-coated. Most galvanized coil falls here.
  • 7211 / 7212 — narrow flat product (<600 mm): uncoated (7211) and coated (7212).
  • 7213–7215 — bars and rods (hot-rolled in coils, other bars and rods).
  • 7216 — angles, shapes and sections.
  • 7217 — steel wire.
  • 7219 / 7220 — flat-rolled stainless steel (wide ≥600 mm and narrow <600 mm).
  • 7305 / 7306 — steel tubes and pipes (large diameter and others).
  • 7308 — structures and parts of structures (fabricated frames, trusses, prefab assemblies).

This is the heading-level orientation — inside each, further digits classify by grade, size and processing.

Small spec differences that change the code

Most customs disputes happen at the boundaries between headings. A few spec differences that push the goods into a different heading and a different rate:

  • Coated vs uncoated. An uncoated coil is 7208/7209; the same coil with zinc or paint is 7210. The coating has to be evidenced in the spec.
  • Width ≥600 mm vs <600 mm. Wide flat product (7208–7210) and narrow strip (7211/7212) are separate headings, even though the metal is essentially the same.
  • Alloy vs non-alloy steel. Alloying content (chromium, nickel, manganese and so on) moves the steel into different headings; stainless is broken out separately (7219/7220).
  • Worked vs unworked. Cutting, perforating, bending or welding into a structure can move product from Chapter 72 into articles in Chapter 73.

The point is simple: the code is set not by "steel in general" but by the exact spec — grade, thickness, width, coating, degree of working. So classification should be built on the real Mill Test Certificate from the mill, not an approximate line on a price list.

How the code drives landed cost

Customs clearance broadly runs like this: you file a declaration with the classification code, the customs value (usually built from the invoice value under your delivery terms — see Incoterms 2020 for China import) and the shipping documents. Duty is charged as a percentage of the customs value at the rate of the chosen code, and VAT (where applicable) on "customs value + duty". So the code works twice: first it sets the duty percentage, then through the duty it inflates the VAT base too. A wrong code carries an error into both charges at once, which is why classification is calculated before you order, not after the fact at the border. Anti-dumping and quota measures: verify what's current

A separate layer of risk is special trade measures. Several jurisdictions — Ukraine, the EU and others — periodically impose anti-dumping duties and safeguard quotas on specific Chinese steel products (flat products, pipes, particular headings). These measures are tied to specific codes and country of origin, and the list and rates change over time. So before you order, always verify whether your item falls under an active measure — otherwise the factory's "cheap" price can be wiped out by an anti-dumping duty. For the Ukrainian tariff and measures list, the official source is the State Customs Service of Ukraine (UKTZED); for other destinations, check the current tariff of your own jurisdiction.

How to get the code right

So classification doesn't become a surprise at the border:

  • Start from the spec. Take the exact parameters from the Mill Test Certificate — grade, thickness, width, coating — and choose the code from them, not the other way round.
  • Rely on official sources. Use the official classification and, where warranted, a binding tariff ruling from customs — it settles the dispute in advance.
  • Work with a broker. An experienced customs broker knows the heading boundaries and the special measures in force, so they'll match the code to your specific goods.
  • Assume it changes. Codes and rates get revised — what applied last year may have moved. Before every new contract, check the current tariff.
