Solar panels from China to Ukraine
Tier-1 mono PERC, TOPCon and bifacial modules sourced in China and delivered into Ukraine — where photovoltaic modules clear free of import duty and VAT through 2029.
Ukraine is rebuilding generation and racing to add distributed solar and resilience capacity, and the government has made importing the equipment as cheap as it can: photovoltaic modules come in free of both duty and VAT. China is the dominant source for tier-1 modules, so the China-to-Ukraine route is one of the strongest cases in our matrix.
We source from verified tier-1 manufacturers, collect IEC and CE test reports and flash-test data, and can arrange EL imaging before shipment. Full module specs are on the main solar panels page; here we focus on the route, the exemption, and getting modules onto your project in Ukraine.
Getting it from China to Ukraine
Two working corridors, chosen per cargo, value and the current security picture.
EU land corridor (primary)
By sea or rail to Constanța (Romania), Gdańsk/Gdynia (Poland) or Klaipėda (Lithuania), then road or rail into Ukraine. Typically ~20–30 days door-to-door, and the more predictable option.
Black Sea corridor (direct)
Direct to Pivdennyi, Chornomorsk or Odesa via Ukraine's sea corridor. Roughly ~45–60 days from China depending on Suez vs. Cape routing, and subject to the current security situation.
Transit times are typical ranges, not guarantees — we confirm the corridor, port and schedule for each shipment before you commit.
Duty & VAT into Ukraine — 0% through 2029
Photovoltaic cells assembled into modules or panels are on Ukraine's list of energy-generating equipment exempt from both import customs duty and the standard 20% VAT. Under Decree 14170 of 30 October 2025 the exemption runs through 1 January 2029. For a container of modules, that removes the 20% VAT and the duty entirely — the landed cost is the goods plus logistics.
The exemption is tied to the equipment category rather than the buyer, but customs still classifies the goods on import, so we prepare the documentation to support the exempt treatment and confirm the current rule for your shipment before you commit.
- Electronic clearance via the Single Window system
- Standard set: contract, invoice, packing list, CMR / Bill of Lading, certificate of origin
- Declaration of conformity attached where the goods require it
- We prepare and handle the export and customs documentation end to end
Certifications for this market
- IEC 61215 / 61730 and CE test reports collected
- UA declaration of conformity prepared where required
- Documentation prepared to support the energy-equipment duty/VAT exemption
- Single Window customs clearance handled end to end
Payment & currency
Settlement is normally in USD or EUR. Ukraine's National Bank has largely lifted wartime restrictions on payments abroad for imported goods, and FX hedging is available; we structure payment so the balance is tied to an inspection you approve. We confirm the exact routing for your deal.

Frequently asked questions
Are solar panels really exempt from duty and VAT in Ukraine?
Yes — photovoltaic cells assembled in modules or panels are on Ukraine's exempt energy-equipment list, free of both import duty and 20% VAT through 1 January 2029 under Decree 14170. We prepare the documentation to support the exempt treatment on import.
How are the modules delivered to Ukraine?
Via the EU land corridor (Constanța, Gdańsk or Klaipėda then road/rail), typically ~20–30 days door-to-door, or direct Black Sea (~45–60 days, security-dependent). We confirm the corridor per shipment.
Do you supply tier-1 modules with full certification?
Yes — verified tier-1 manufacturers, with IEC and CE reports and flash-test data per pallet, and EL imaging on request. Full specs are on the solar panels page.
Can you ship panels, inverters and BESS together?
Yes — a full kit can be consolidated into one project order to Ukraine, and inverters and battery storage are on the same exempt energy-equipment list.
The risks of sourcing from China — and how we remove them
Every importer faces the same handful of failure points. Here's what each one is, and what we do about it.
01Paying a trader's hidden markup
We verify the supplier is the actual manufacturer and show the factory price separately from our fee, so you never overpay a middleman.
02A 'factory' that turns out to be a shell company
We check business licenses, capacity and history, and visit the site in person before you commit a single payment.
03Losing the deposit to fraud
Funds go to Silk Way Sourcing under one contract, not to an unknown account, and the balance is tied to an inspection you approve.
04Receiving goods that don't match the sample
An independent pre-shipment inspection checks quantity, dimensions and quality against your spec, with a photo report, before anything ships.
05Goods stuck at customs over paperwork
We prepare and handle export and customs documentation end to end, so shipments clear without costly holds.
What importers say after working with us
Sourcing wins across steel, solar, energy storage, construction materials and supplier verification. Client names are withheld for confidentiality.
- Solar energy
They caught that our 'factory' was actually a trading company and found us the real manufacturer — it saved us from a costly mistake.
Importer, solar EPC · Poland - Solar energy
A full container of panels and inverters, verified and inspected. No surprises at customs, which is rare for us.
Solar distributor · Tunisia - Solar energy
Inverters and mounting systems for a commercial rooftop. The inspection-before-balance step is exactly why we keep coming back.
