How Much Steel Fits in a Container: 20ft vs 40ft Payload Guide

If you are a trader, metal depot, construction company, or manufacturer importing a batch of 1 full 20ft container or more, get the key insight straight: steel is a cargo limited by weight, not volume. You will hit the tonnage ceiling long before the container is full by height. So "how much steel fits in a container" is really the question "what payload is allowed, and how many pieces fit inside it".

Below are the practical limits, the calculation formula, and the mistakes that get a load rejected by the carrier or fined at the road check.

Payload limits: how much steel you can actually load

A container's rated maximum payload and what you can legally load are two different numbers. Roads impose axle-load and gross-combination-weight limits, so the plate-rated tonnage is almost never fully usable.

  • 20ft GP — rated payload ~28 tonnes, but road, CSC and axle limits in most countries cap the effective cargo at around 21–26 tonnes.
  • 40ft GP / 40HQ — rated payload ~26–28 tonnes, yet once road limits apply the usable cargo is often the same as a 20ft.
  • The counter-intuitive but decisive fact: a 20ft container often carries MORE steel by weight than a 40ft — both hit the same road gross-weight limit, but the empty 40ft weighs more and eats into your allowable tonnage.
  • Takeaway for dense cargo: for steel, pipe and coil the right pick in most cases is a 20ft container. A 40ft only makes sense for light, voluminous freight — not metal.

Before you count pieces, confirm the current allowable tonnage on the destination route — it is set by the road rules in the delivery country, not by the container.

The formula: how many pieces fit

The logic is simple: number of pieces = allowable payload ÷ weight of one piece. The tricky part is calculating the unit weight correctly.

For steel sheet, weight is derived from steel density 7.85 g/cm³ (7,850 kg/m³):

  • Sheet weight (kg) = length (m) × width (m) × thickness (m) × 7,850.
  • Example: a 2.0 × 1.0 × 0.003 m sheet → 2 × 1 × 0.003 × 7,850 = 47.1 kg.
  • If your target payload is 22 tonnes: 22,000 ÷ 47.1 ≈ 467 sheets per container (round down and leave room for dunnage and skids).

For coils, use the actual weight of each coil from the mill's spec. Example: hot-rolled coils at ~5–6 tonnes each — to reach a target of ~21–24 tonnes you load 4 coils (4 × 5.5 t = 22 t). Never top up blindly with a fifth coil — check the total mass against the route's allowable limit.

How to load by product type

The stowage method drives both safety and piece count. The essentials by category:

  • Coils — orientation is eye-to-sky or eye-to-door. Wooden cradles, chocks or dedicated coil wells are mandatory. Heavy coils go centred, near the container axis, to keep the weight distribution correct.
  • Sheets and plates — on skids, spread evenly across the floor, heaviest at the bottom. Protect sharp edges so the pack cannot slide.
  • Pipes — nesting (smaller diameters inside larger ones) plus bundling with steel strap. More detail in our guide to steel pipes from China.
  • Sections / structural steel — in even rows with dunnage between layers, ends secured against lengthwise shift.

VGM / SOLAS: the weight declaration is mandatory

Before loading onto a vessel you must declare the container's Verified Gross Mass (VGM) under the SOLAS convention. Without a VGM the container will not be loaded aboard. For steel this is critical: an error in the declared weight leads straight to fines and delays. The requirement and permitted weighing methods are set out in the IMO SOLAS VGM guidance. Budget the full mass: cargo weight + container tare + dunnage and skids.

Securing and the cost of overloading

Steel that shifts in transit means deformed product, a punctured container wall, and injuries when the doors are opened. So:

  • Secure the load with chocks, timber bracing and lashings; fill voids with dunnage so the mass cannot move.
  • Distribute weight evenly across the axles — concentrating it at one end breaks axle limits even when the total tonnage is correct.

Overloading consequences are not abstract: road fines, the terminal refusing the container, forced re-stuffing at your cost, sometimes detention of the cargo. It is cheaper to under-load by half a tonne than to pay for re-stuffing at the port.

Steel is counted in tonnes, not cubic metres: first the route's allowable payload, then the piece count — and it is almost always a 20ft container.
