Anti-drone netting enters Ukraine as ordinary commercial goods: a standard most-favoured-nation customs duty (the exact line follows the HS 5608/6307 sub-code for the netting type) plus 20% import VAT on the customs value. Unlike drone-control fiber, the netting itself is not covered by a blanket defense-use exemption, so duty and VAT are part of the landed cost from the start.

Where netting is procured directly for defense or by a qualifying defense importer, separate relief regimes can apply — but they turn on the importer and the procurement route, not on the product.
